Perhaps, it was the disclaimer that Liveleak made you agree to prior to watching the video (Mature material warning). Diggers oft complain about those things, so it may be a factor in its low digg count.

As technology advances, more extreme forms of body modification arise and spread. This particular video shows one man showing off his sub-dermal implants. While hard to look at for some, there are even more extreme forms than this.
